En el marco de la semana de las migraciones, el departamento de extensión de la Universidad de Santiago de Chile y la Embajada Colombiana, organizaron una semana de actividades con la finalidad de acercar la cultura migrante de Colombia y analizar las problemáticas que la migración presenta en nuestra región Latinoamericana y Chile.
La doctora en cultura y migración María Emilia Tijoux de la Universidad de Chile, junto a Manuel Guerra encargado de migración del ministerio de las culturas y las artes en conjunto con otros profesionales dedicados al tema, conversaron sobre los principales desafíos que la sociedad chilena debiera analizar y proponer para que el fenómeno de las migraciones sea tratado como un tema humano, propio de la naturaleza social del hombre y trabajar para la eliminación del racismo y la violencia entorno a los migrantes afrodescendientes y otros, a partir de la construcción limitante de la idea «Estado Nación»
María Emilia Tijoux enfatiza en la necesidad de descontruir el discurso nacionalista conservador, que ha tratado a ciertas oleadas de migraciones hacia Chile como un tema de seguridad nacional y que en la practica se traduce en el trato del migrante como un enemigo del Estado. A su vez, el país receptor, en cuanto al desconocimiento de las costumbres del «Otro», obliga de manera violenta que se desprenda de su cultura a través de diversas maneras, pretendiendo que desprenda de su cultura de origen y se adapte a la cultura recpetora. Este procedimiento encubierto es un acto más de violencia sobre la cual los migrantes deben luchar frente a la precariedad de las razones de migración de sus países de origen, la mayoría quienes sufren vejaciones en el traslado y luego al llegar, sin contar que además se les rechaza como los causantes de todos los males del modelo neoliberal. Las cifras de migrantes en Chile en cuanto a la comunidad colombiana van en aumento con los años, ya se cuenta con más de 80.000 provenientes de ese país, siendo el quinto grupo de migrantes hacia Chile. ( primero son los Peruanos, venezolanos, bolivianos, argentinos, colombianos y haitianos)
Para Manuel guerra, representante del gobierno, explica que el aumento de las migraciones aumentaron desde el 2015 de manera exponencial a nivel mundial, no sólo en Chile. además identifica que existen dos formas de tratar el problema a nivel gubernamental: reforzar el modelo neoliberal en crisis de parte de la derecha, una especie de reavivación de la economía o el sector progresista que quiere cambiar el modelo sobre la base de ejes tales como: mejor redistribución de la riqueza, acceso a la educación pública, valoración de la diversidad y promoción del multiculturalismo.
La migración hacia el cono sur ha sido homogeneizante en sus formas y cuando se recibe a un grupo de migrantes hay que tomar en cuenta las cargas históricas de cada comunidad ya que no es lo mismo un venezolano que experimentó un capitalismo extremo a un haitiano que venía de una sociedad precapitalista. Las soluciones de los exponentes indican que se debe sensibilizar a la población chilena sobre la migración, valorar el aporte cultural de cada grupo que migra y se establece, acabar con los prejuicios que no tienen fundamento ni en cifras como tampoco en hechos concretos, hay que avanzar en un compromiso pedagógico para educar a la sociedad chilena frente al racismo y acelerar las políticas de culturales de inclusión.
